Every course is accessible by the public in Maui except Makena. There might be some timing restrictions, but all can be played. Those in Wailea (Green and Gold) , Kapalua and King Kamehameha are the most expensive, but there are public municipal courses that are quite reasonable.

What Islands?

Not sure which island you're going to but I played Wailea Blue and Gold courses and the course and views were immaculate. If you make it to Maui consider those courses.

Which island(s)???

Depends on where you are going? There are many public courses. Just some cost a lot more than others. I always loved playing in Kapalua’s Bay course or Wailea’s Emerald course in maui. Pretty pricey though. I am not well off so if i do vacation there, i make sure to save to be able to play these courses. In honolulu, my favorite course is the Royal Hawaiian. It use to be called Luana Hills. Its like playing in the jungle. So awesome. Definitely an experience but tough course. Have fun, enjoy and be safe.

Big Island - Mauna Lani / Francis H Brown courses are personal favs. Also Mauna Kea.
Maui - hard to pass up Kapalua, either Plantation or Bay - watch the pros this week.
Kauai - Princeville and Hokuala.
I haven't play any on Honolulu.
